Prez. Akufo-Addo Signs Affirmative Action Bill 2024 Into Law

Official assent to the Affirmative Action Gender Equity Bill 2024 has been granted by President Nana Addo Dankwa Akufo-Addo. The bill was passed by Parliament in July of this year.

The bill seeks to address gender imbalances in society on all fronts—political, social, cultural, and economic—which are a result of past discrimination against women and enduring patriarchal sociocultural norms and systems.

Additionally, it aims to guarantee gender parity in the public and private spheres.

This declaration was made on Thursday in an X post by Minister of Gender, Children, and Social Protection Dakoa Newman.Update: The Affirmative Action (Gender Equity) Act, 2024 has the assent of President Nana Addo Dankwa Akufo-Addo, @NAkufoAddo. "Implementation is the next step," she said.


The Affirmative Action (Gender Equity) Bill was first presented in Parliament in 2016 with the intention of increasing women's involvement in Ghanaian government and decision-making. By guaranteeing that minorities, women, and other underrepresented groups have equal chances in leadership at all levels, it encourages diversity.

The bill establishes goals for women representation that are in line with international accords like the African Charter on Human Rights and CEDAW: 30% by 2026, 35% by 2028, and 50% by 2030. Appointments to positions in governance, leadership, and public service will be subject to these quotas.


Despite making up 51.2% of the population, women only have 13.8% of parliamentary seats and fewer than 30% of important leadership roles. Merely 4.1% of assembly members are female in local elections. Additionally, the measure will implement gender-responsive budgeting for all branches of government.

The Electoral Commission will be in charge of monitoring political parties' adherence to the progressive gender equality targets for nominations and leadership.

The measure also addresses gender parity in education, requiring the Ministry of Education to guarantee girls' equal access and eliminate obstacles to their achievement.

The measure, which addresses issues like employment, health care, and education in an effort to foster a more inclusive society, is a significant step toward attaining gender equality in Ghana.
